NATURE AND CHARACTERISTICS OF THE PCB

Polychlorinated biphenyls (PCBs) and PCTs (polychlorinated terphenyls) are chlorinated hydrocarbons whose basic structure consists of two benzene rings joined by a single carbon-carbon bond and several chlorine atoms attached to any of the remaining 10 carbon atoms. This makes that, in theory, there are 209 congeners; but in fact in only possible to manufacture of a hundred of them by means of chemical synthesis processes.

Commercial products are a complex mixture of different categories of isomers and respond to different names, such as Pyralene, Askarel, Clorinol, Eukarel, Arachlor, Phenochlork, Pyranol, etc.


















These compounds are characterized by their high chemical and thermal stability as well as good dielectric properties, given its low conductivity and its high dielectric constant and dielectric strength.

Due to this set of features they were widely used in the past as coolants and insulating fluids in electrical equipment (transformers, rectifiers and capacitors), as well as thermal oils.

However, its excellent properties as isolation fluid, its composition and characteristics of high chemical and thermal stability which led to their use, brought as a result their accumulation and persistence in nature, since they are compounds with very low degradation rate, detecting with the passage of the years, in the waters and wildlife, reason why its manufacturing and marketing is prohibited since 1987.

SUMMARY CURRENT REGULATIONS ON PCB



  • Is considered PCB any substance containing up to or over 50 ppm (parts per million) of liquid PCB
  • In the EU, the regulation is that all equipment contaminated with > 500 ppm must be destroyed before the January 01, 2011.
  • The equipments between 50 and 500 ppm must be decontaminated or destroyed before December 31, 2028.
  • In other countries, the dates could be different .
  • The wastes owner has the obligation to deliver them to an authorised manager .

STOCKHOLM CONVENTION

Signed by most countries, they undertake to destroy all PCB and PCT before December 31, 2028..


BASEL CONVENTION

It allows all signatory countries to the export these wastes to other countries having facilities for the decontamination and elimination.
